Builder confidence falls to 29 and 43% of builders cut prices; housing starts drop 5.2%
Home builder confidence fell to its lowest level since 2012 in October, and a record share of builders cut prices. Separately, September housing starts fell 5.2%, though Census says that drop is within its margin of error.
The numbers
Builder confidence in the market for new single-family homes fell 3 points to 29 in October 2026, the National Association of Home Builders (NAHB) reported on October 19. That is the lowest reading on the NAHB/Wells Fargo Housing Market Index since June 2012. Any reading under 50 means more builders call conditions poor than good.
All three parts of the index fell. Current sales conditions dropped 2 points to 33, expected sales over the next six months fell 5 points to 32, and buyer traffic fell 5 points to 18. NAHB chief economist Robert Dietz said housing "remains squeezed by supply-side constraints and significant affordability challenges."
Builders are cutting prices and paying for incentives
43% of builders cut prices in October, the highest share NAHB has recorded in the 2020 to 2026 period. The average cut held at 6% for the seventh month in a row. 65% of builders used sales incentives such as rate buydowns or paid closing costs, the 19th straight month at 60% or more. By region, the West was weakest at 26 on NAHB's three-month average, and the Midwest strongest at 40.
Housing starts fell, and how sure that is
The Census Bureau and HUD reported on October 20 that housing starts ran at a seasonally adjusted annual rate of 1,221,000 in September, 5.2% below August's revised 1,288,000 and 7.4% below September 2025. Single-family starts were 859,000, down 4.6%. Building permits, a better guide to future building, were 1,400,000, nearly flat from August and 3.0% below a year earlier.
One detail most headlines skip: Census publishes a margin of error with each monthly change. For September starts it was plus or minus 11.8%, so Census cannot say with confidence that starts fell at all. The year-over-year drop (7.4%, plus or minus 11.5%) carries the same caveat. Builder sentiment and price cuts are the stronger signal this month.
What to tell your clients
Listing agents: in many suburbs your seller's real competition is the model home down the road. A builder offering a 6% price cut plus a rate buydown can undercut a resale on monthly payment even at a higher price. Check what builders near your listing are offering before you set the price.
Buyer's agents: ask every builder what incentives are on the table this month and whether they go to price, rate or closing costs. A buydown that drops the rate a point for the life of the loan can be worth more than a price cut of the same cost.

Questions
Quick answers
What is the NAHB Housing Market Index?
A monthly survey of home builders run by the National Association of Home Builders and Wells Fargo. It rates current sales, expected sales and buyer traffic. 50 is the dividing line; October 2026's reading was 29.
How many builders are cutting prices?
43% in October 2026, with an average cut of 6%, per NAHB. 65% used sales incentives such as rate buydowns.
Did housing starts really fall in September 2026?
The estimate fell 5.2% to a 1,221,000 annual rate, but Census's margin of error on that change was plus or minus 11.8%, so the decline is not statistically certain.
