Taxes, insurance, HOA dues and mortgage insurance are extra; in Arizona they can change the real monthly cost a lot from one county to the next. A Total Cost of Ownership report adds them for a specific home.
Local knowledge
What's different about buying and selling in Arizona
Water rules and a capped property tax system set Arizona apart. What agents should know.
Groundwater limits on new subdivisions near Phoenix
The state's June 2023 groundwater model for the Phoenix area projected 4.86 million acre-feet of unmet demand over 100 years, and since then the state has not issued new assured-water certificates to subdivisions that rely only on local groundwater. Already-certified subdivisions can still be built, and the 2025 Ag-to-Urban law (SB 1611) creates a new path that the state is still setting up. New-home supply on the edges of the metro can be affected.
Taxable value can rise only 5% a year
Arizona taxes homes on a limited property value that can rise no more than 5% a year (since tax year 2015) and never above full cash value, and the constitution caps most residential property taxes at 1% of that value; voter-approved bonds and special districts are on top.
Flat 2.5% income tax
Arizona's individual income tax is a flat 2.5%, in place since tax year 2023 and confirmed for 2026 by the Department of Revenue. Useful context for relocating buyers comparing states.
